Can you try this option ?
In the Work Task Cost page, you can query for the task numbers in a particular work order/wwork orders and get the results.

Will this do a date range of all work tasks regardless of status?
+5I’m looking more for putting in a range of work order planned start dates and having a column there telling me what current planned costs are for that work order.

Yes, this will list the costs irrespective of the work task status. That means, if a work task has certain costs reported (in the work task > cost tab), those data will be displayed here.
When it comes to the date, we have the field “Created Date”. This is the date on which the record was created. Here you can search for an exact date or a date range as well.
