In MRO and Fleet Operations\Fleet and Asset Management\Maintenance Program\Maintenance Plan I need to define a Mx Event for the Serial that is based on the secondary parameter only. There are number of Mx Events that are controlled based on FH and FC, but there are a few that is controlled only based on the FC.

Yes, this is possible.
In your maintenance plan, you first need to add an entry in the upper list/table where you define the maintenance code, recurrence, tolerance, etc. No interval is needed in the upper list/table. In the lower list/table, add the interval for your secondary operational parameter.
