Can a custom field be set up to use a list of values, but also allow a free form text input if no acceptable value is found in the list?

If you use a reference then you can only choose the existing values.
In your case you can create an enmeration with your own values.
In our case we want a custom field that can either be selected from a list of suppliers or free form if it’s a supplier that is not in the list.
