It is possible to have a LOV to select the value for the parameters in a quick report. Please check the below link for more details.

Sorry to see that you have not received a response on this. Could you please provide more details on this requirement with a screen capture with the current list of values and your expected outcome. Appreciate if you can specify the IFS Application version and update level as well. More details you provide with test plans and screens will help to get answers more effectively :)
