PM Action maintenance plan not generating 24R2

All, can anyone tell me why this PM Action is not generating a maintenance plan even when I manually click generate plan. The user needs to see these dates in a plan for our auditors.

PM Action is active

PM Action is set to generatable

PM Action is connected to Calendar 01-MAINT

Maintenance Trigger is set to following:

Start Unit - Day

Start Date - 23/09/2028

Interval unit - Year

Interval - 2

Current limit of plan is 2031

01-Maint Calendar is generated and end date is 31/12/2031

Have  you extended the maintenance plan, it is recommended to  extend for one to two  years at a time. Look for extend maintenance plan,

​@jorlin - as you can see from the screen shot on the extend/shorten plan page it current year limit is 2031 - is there somewhere else that you set this?

Where is this env?
I believe there was some issue with Oracle 19.28 at least.
Oracle 19.32 fixed it, but will then require grants in order to install deliveries in remote.
