Any idea —which tool is used to make layout changes for the .xsl files of IFS 7 operational reports?

Why don’t you use the standard Designer tool shared in IFS Developer Portal?

Since APPS8 SP2, the report designer tool supports almost every version (including Custom Fields). I think that should work for your scenario in APPS7.
