Is there any option in PCA(periodical cost allocation) for allocating cost of service cost centers by reciprocal method?

Does your COA include a codepart stating Counterpart? If you have Counterpart as a Code Part and set it up so that the service centres activities against the service receiving parties is registered then this should be fairly easy to set up in PCA.

How about a situation that we have some service centers that are both receiving cost centers and giving cost centers?

It’s been a while since I worked with PCA but as far as I remember you can make separate procedure steps for debit balances and credit balances. Look into the step creation options to see if this is true.
