I am writing to seek assistance in setting a specific condition for the background color in my Customer Order. Specifically, I am aiming to make the background color turn green when the "Desired Qty" is less than or equal to the "Available Qty."

You can’t conditionally format one column on the consideration of the value in another column. The workaround is to create a custom field that does the logical work as a Yes/No value, then do the conditional formatting based on the custom field.
