I’ve been asked whether I can add “New Case Issue” and/or “New Case Assistant” to the “Lite User” permission set (LTU_HR_SELF_SERVICE). 

Now, I can probably add these screens to the permission set, but I don’t want to exceed the license terms.

Is this something I need to ask IFS directly?

You cannot alter the existing LTU permission set as it would violate your license.

What you need to do is create a new permission set along with all the additional permissions you need and then send it to IFS by opening a new case. Then the relevant team will evaluate your permission set and generate the new LTU license for you.
