Can anyone clarify the reason why the application is allowing to report time for a task before the Earliest Start Date of the Work Order ?

May be it is because for some work, extensive planning needs to be done and time might need to be reported for the work done during planning stage as well (time taken for the planner to plan the work - allocate resources / find material needed, raise purchase requisitions if the material is not available inhouse etc). Or else may be the technician has to travel to the work location and need to report travel time.
These are the reasons I can think of.
