How to reserve material and resource in advance for scheduled maintenance jobs

I might be mistaken but what you are trying to achieve cannot be done without a work order.

If your condition based PM will generate work order in a week but you need to reserve items in advance, the only way I have found is to use the Maintenance planning Plan Analysis and manually generate the Work Order. 

The Maintenance Plan on PM Action in this case gives us a forecast that can be used to plan work but we are not waiting to reach the desired value (Km or Hours) in order to get a work order. We generate Work orders based on our planning window.

In App10, Work list>Tab: Materials , you can create the materials you need, but for condition based maintenance, you are supposed to model and analyze based on stochastic process, I mean you are dealing with an uncertainty space.
