By Engineer comments are you referring to the mobile technician? They should have a Comments field on the Stop Work screen (where you specify the particular incomplete stop code), the techs can enter text directly into that field:
If you don’t see that field, was anything done in the Mobile Customizer application? (to hide or remove that field from this view?)

Reid is correct where you insert the comment on the mobile client. However if your question is where does it appear in the backend, it is the Activity Info tab of the labor activity.
I tested this on the current v15.1 HF10 and Mobile Edge 15.3.2 our QA environment which you currently have these versions deployed to your UAT environment.
In my test, the initial value of the comment field I saw defaulted to the problem description comment which was “Testing for incomplete comments”. I erased that and inserted my own comment and concluded the work order.
The backend shows the comment in the Activity Info tab of the Labor activity.
