Are IFS Cloud and Apps 10 one in the same product?

I hope you got this clarified already from the useful responses above.
In addition I would like to specify the following KBAs that would help you to find the difference and usefulness with IFS Cloud and why its unique.

No, although a lot of what is in Apps10 is in IFS Cloud.

The newly launched IFS Cloud is new, Apps10 has been around for a couple years now.

Apps 10 has two available UIs - IEE which is what is in V9 and prior, covers all modules; Aurena available only for some modules

IFS Cloud 21R1 was released on Mar 10, it has only Aurena as the UI for most modules, some module features are missing from 21R1.  No IEE and several other familiar features have also been deprecated.

I’d also want to add that it is a brand new platform, even if the Aurena client itself is very much the same, visually. Perhaps you should have a look at some of the launch material:
