where do I look to find out what’d the latest IFS Apps 10 Update that has been released. I see the ‘what’s new’ documents, but am not sure that means it has actually been released.

This forum post contains information about what’s new in Update 10 of IFS 10. If you decide you wish to obtain IFS Application 10 Update 10 you’ll need to log a case with IFS or contact your representative to get the ball rolling.
