It is not possible to directly upgrade from Apps 9 to IFS Cloud 25R2 directly. You have to run several steps, or to be more precise 2 Upgrade Steps to proceed to IFS Cloud 25R2.

You will have to upgrade the database from Apps 9 to Apps 10 and then finally to 25R2. There will be no going live with Apps 10, and this will be an intermediate step.
