Both the IEE client logged in user, who tries to resend the failed transaction and the mobile user related to the failed transaction should be granted 'IMPERSONATE USER' permission to resend Failed Transactions.
Steps:
• In IEE application, Go to Permission Set window
• Search for the user connected Permission Set
• Go to System Privileges Tab and grant ‘IMPERSONATE USER’
• Then Refresh Dictionary cache and security cache

+14If you are using App10 or App9 (FNDMOB GP 9.7 or above), then you do not need IMPERSONATE USER privileges to re process failed transactions.
You only need the activity 'ManageFailedTransactions’ granted to your permission set. You can grant this activity from the permission set window in IEE application.
