In APPS10 UPD8 my user can do an RMA receive for one site but not another. The division not working has the Italian localization turned on. The Receive and Scrap are greyed out.

Please follow the similar issue G2019844 (please check whether you have access to this IFS case)
In that case it mentioned as below
In order to receive return field Date Applied must have a value. There is a setting on Company to automatically set this date. If you manually update this field in your test case you should be able to proceed with receving the parts.

You should confirm the Italian legal and fiscal requirements for scrapping. For our Italian subsidiary, scrapping is not possible (intentionally turned off) because they have to account for every piece of scrap and can only dispose of it at year end through certain vendors. Throughout the year, the material has to be segregated and transferred when the annual scrapping process is confirmed through finance.
Italian law is quite different in this area.
