I’m trying to find a history log of user ID changes to part specific data i.e. planner type, safety stock, lead times? This would be very useful!

You will need to configure history logging for this data in the History Log Configuration page.
This is from Apps10. In the Inventory folder under InventoryPart>Inventory_Part_Tab I have it configured to create an entry in the history log every time a value is inserted, updated or deleted from these fields.
For other fields such as safety stock you would configure this in the InventoryPart>Inventory_Part_Planning_Tab
