Cannot Authorize unless Authorised by another user

HI,

Trying to authorize a PO. Buyer is the Buyer at step 1 but also second step approval as a Manager.

Getting  above message (in title). I see the logic - but also would have expected a toggle switch to permit the same person all the way through.
