But, then a better approach would be to use the Test Data Management feature that was built since 23R2. Then whenever you spin a new dev/qa environment you will immediately have the data inside.

I like the Techris IFS Clipboard Sync Tool (chrome extension). It allows you to copy and paste Basic Data between Database Versions. You can search for it on Google. It can also be used to Import from Excel.
If you set up a Database Link you can also use the IFS Data Migration Tool.
