Users are unable to change project managers on projects even though project access is NOT turned on.
Based on the help text for this field, it suggests "If access is turned off by clearing the check box, all the access definitions will be deleted and all the users will have access to the whole project"
Default value PROJECT_ACCESS property in System Definitions/Object Property  tab is set to OFF.

We have project managers leave the business, and then subsequently no one apart from IFSAPP is able to then change it to an active project manager which is causing a lot of issues. 

Why can't others in the business be able to change project managers when the access is turned off?

As per the design of the Project module in APP10, to enforce strict control over changing Project Manager for a project, it is mandatory to use IFSAPP. The current Project Manager also can change the Project Manager of a Project, however as in this situation, if the current PM is no longer in the company, this is not a viable solution. In such situation, using IFSAPP access is ideal so that it comes from a higher authority. Furthermore it is required to add this check in offboarding checklist so that changes can be done before hand. So in summary this is a design choice to improve the strict control/ accountability etc.

There was an improvement included in IFS Applications 10 Update 7 to add support for changing the project manager without having to log on as IFSAPP/the previous project manager.
