I’m looking for suggestions on how to automatically block future register arrivals of specific part numbers from being used in manufacturing.
Specifically, I need a solution where, upon receiving a part number into our system, subsequent register arrivals for this part number would be automatically blocked from being used (for example, through availability control). The key requirement is that this process should be fully automated, without manual intervention.

Did you try to use Control plans for purchased parts?
For example If you create and connect a control plan to an inventory part, you wont be able to use in manufacturing before you approve QC.
I think Control plans are what you are looking for.

Is this a requirement because you would only accept one receipt for one part (maybe specific for one production order)? Is this why you want to impose the restriction for subsequent receipts?
Do you have a sizable warehouse and a process for moving goods from arrival to stock locations after registering arrivals?
If so, you can use putway solution and define a location that has a default ‘all restricted’ PAC ID which will stop issuing like below.
You can set this location as a ‘Storage Zone’ for the site.
Once the receipt you want to use is done, add this as the ‘Putaway zone’ to the part you want to control (you can make the part inherit the zone via different criteria if needed)
Now, when you have new arrivals registered for this part (assuming you have goods receipt in arrival, and then distributed to the stock locations), you can perform put away from the receipt, then a transport task is created for your WH people to move the parts to the restricted location. As the parts inherit the PAC ID from the location, it will not be used by manufacturing.
If you want more automation, you can set the receive case to be ‘Receive in to arrival - perform put away’ so the transport task will be created automatically.
