Create MRB for No parts.

Is there any Ability to create MRB (Material Review Board) cases for items that do not exist as standard parts in inventory(no parts). These items are one-time trial samples and are not intended to be held in stock.

No, it is not possible to MRB cases for Items that do not exist. Please refer to the screenshot below, one of the prerequisites for creating an MRB case, the Part should be an Inventory Part.

As ​@Abdul states there needs to be an Inventory Part against the MRB. 

However to record what you required, you could create a fictitious inventory part called 'Sample Part' and add custom attributes (fields) to the MRB header for users to enter information such as the sample part number and description. This way you could process the MRB.
