Can I create a permission set for Aurena users which grants Modify access but revokes New and Remove access? Are the CRUD settings editable at the entity level?

As you can see in this example, the CRUD operation are together, we can grant all or revoke all.

An alternative if this is a must, is to use a workflow or an event on new and remove, to prevent that action and display an error. You can control this with a custom list of users who can do the new or remove and cross reference it.
This is not something I would typically recommend in the first instance and I would suggest validating the business use case thoroughly before implementing it. If you do decide to do this, make sure you test end to end processes to rule out additional impacts.
