When putting a customer order line on hold (non inventory part) prevent being shipped?

We are on 23R1.   We had a customer line on hold. The line was for a non-inventory part.  However, we were able to ship this line.  We assumed the Hold would prevent this from happening?  Is it because it is a Non-inventory part?

A customer line on hold for a non-inventory part can be shipped because the standard IFS system does not enforce shipment restrictions on holds for non-inventory parts. Non-inventory parts are often treated differently in the system because they do not have stock quantities to manage. Holds placed on such lines may not block shipment since shipment does not depend on inventory availability or stock reservation. This means that even if a customer line for a non-inventory part is on hold, the system may still allow shipment to proceed.
