If a pick location is selected during register arrivals the system will allow this even with receive case = Receive in to arrival. 

The receive case is set for how you want the part processed under standard conditions, but the system will allow you to change this at register arrivals as there could be a genuine need to do this.

@Sanjay.K The system won't enforce the action if you attempt to receive a part into a Picking (Receive into Inventory) location when the Receive Case is set to Receive into Arrival. Flexibility is there. as @PJIFS mentioned.

However, if enforcement is required, a custom event is needed to implement some control based on the Receive Case.
