How can i put 2 conditions in a same field in a custom menu ?

 

I wan’t that a custom menu in sensitive when a value of a field is different than ‘Printed’ and ‘Preliminary’.

You can add logical operaters like below.

Objstate != 'Printed' AND Objstate != 'Preliminary'
-----
Objstate NOT IN ('Printed', 'Preliminary')

I just realized that you’re referring to Apps 10 rather than IFS Cloud. In Apps 10, I’m actually not sure about this.

Sorry, maybe I misunderstood.
I think you have to unfortunately use PLSQL BLOCK type if you need to do condition-based executions like that.

As much as a pain as it would be, could you not put every state OTHER than the two you specified?  That would at least mitigate the need to use a PLSQL block.  We did something similar on a custom menu item for Sales Quotations.
