It happens as I try to create report a problem in mobile. I’ve already set a full workflow config.

Did you manage to figure this issue out? I have tweaked the application parameters - CREATE_TASK_ON_FAULT_REP to false and I was then presented with the same error as you. If I set it to True then it works fine but it creates a work task as well which I do not want.
