However you may be able to troubleshoot well by referring IFS Technical Documentation : Troubleshooting Streams
Also you could try searching for ‘Streams’ (keyword) related issues here in IFS Community since there might be queries relating to your issue.

I detected origin of the problem for my case right now. Streams are working for oracle users instead of persons. I pegged oracle users ID to persons records 2 weeks ago.
So i have to modify some places on fnd_stream_api little bit for redirect probably.
