Oracle license will be required.

Ubuntu is open source software, free to download and modify.
The specific open source licenses used in the 20.04 Ubuntu release used for the OVA can be found from https://ubuntu.com/legal/open-source-licences?release=focal .

It is also possible to install IFS middle-tier on regular 22.04 Ubuntu (not OVA) if a newer version is required. This is not yet officially supported, but it seems to be coming this year.

Similarly for Oracle Linux that Oracle recommends as the OS for the DB tier.
https://www.oracle.com/downloads/licenses/oracle-linux-license.html
(any OS supported by Oracle can be used of course)
