what is the possibility of a restricting only one column from a row to a user.
As a example,
I need to hide 'Over Delivery Tolerance' column(purchase order window->Line) from user A.
Can user permisson be limited to prevent usage of this column ?

Best way of restricting/hiding a column from a user is a base profile. You can create a base profile by hiding the relevant column and assign it to the user/s through Solution Manager> Security > Users> Create User window.
