I want to add a Navigation command group on a sub-section of Inventory Part On Hand Development. In the screenshot below, the “header” section has an option for Commandgroups (yellow), but the sub-section that contains all of the information, Inventory Part Onhand Develop List, does not have an option for Commandgroups (red line). Is it possible to add a Command group here?

Yes, you can add Commandgroups at the Inventory Part On Hand Development list level as well.

I don’t have that option, because I don’t have any command groups already set up. How do you do the initial setup?
