Authorization of the Business Reporter

I log-in user that grant the following permission but can't access the Business Reporter.

BR_FULL_REPORT_ACCESS
FND_CONNECT_BISERV
FND_WEBENDUSER_MAIN
FND_WEBENDUSER_MAIN_BISERV

Do I need anything else?
