User ... has not been granted access to activity ReportRuleEngine

When you use Order Report, IFS evaluates Report Rules.
For that, the user must have access to the Report Rule Engine activity.
If the user does not have that activity granted, IFS blocks the action and throws this error.

Grant Report Rule Engine 

. Open Security → Permission Sets
. Find the permission set assigned to the user (or create a new one)
. Search for and grant this ReportRule ,Go to user and assign the particular activity

But where do I grant the ReportRule? I looked in the Permission Set but could not find it.
