Is it possible to re-open closed PO lines and create a change order?

You would have to cancel receipt of the PO first.

I think the best way, is to select one or more lines you need to re-open even if the receipt have been done, by Right Mouse Button (RMB) “Re-open” and that’s it ..
By this way, you can change the order.
