is there any way to upgrade reports from IFS Report Generator to IFS Business reporter as IFS Report generator is not in IFS Cloud.

There isn’t a direct way to do this, I’m afraid.
However, IFS Cloud comes with out of the box Balance Sheet, Cash Flow Statement, Income Statement and Variance reports for a single company and consolidated. My advice is to use those as starting point for re-creating your financial statements.
The reports provided are built based on Accounting Structures meaning you can continue to use your CoA, and just map the accounts in the relevant nodes.
