Create Authorizer Roles in SIWF

Hi!
Are you referring to the Authorization Roles? If so, it is not possible to enter new Authorization Roles. Authorization Roles are created when the system is installed. The available Authorization Roles are AUTHORIZER and ACKNOWLEDGER. In the Authorization Roles you can edit the description shown in the client for the predefined roles.

If you are referring Invoice Payment Authorizer in Invoice Workflow Basic Data as SIWF then as per my knowledge there are no configuration restriction other than user permission for creating new records. Check whether your user has access to New method for tbwInvoiceAuthorizer in permission sets.
