I understand that the old certificate that is used to sign FSM Mobile iOS apps is expiring on November 12th.
When will the new certificate be available on November 12th? What time, exactly?

What “certificate” are you talking about? Deploying FSM Mobile apps to the App Store simply requires a provisioning profile that has not yet expired. If your Provisioning Profile expires on November 12, you can still submit the app to the store on November 11, assuming Apple reviews the app within a day. The app will continue to function after November 12, even if the Provisioning Profile has now expired.
