I was wondering if anyone has ever come across this and if there is a way around instead of creating a new revision.
To get the view copy into IFS you need to upload the word file from a folder containing both the word and pfd files, both with the same title. It then pulls through both the word and pdf copies. A user has only created the word doc and it's released, is there a way of adding the pdf to that record.

No, that is not possible without, using some tool/script upload the PDF file "on the side", and adding a new file reference to it.
You need to make sure the PDF file is there before you approve, or at least release, the document.
