Hello, i have a shipment which status is closed. I would like to re-open it and connect new lines.

How can i get it ?

Close is supposed to be the final status and the only thing you are expected to do to a closed shipment is processing the invoice.

However, you will be able to undo the delivery from ‘Undo customer order delivery’ screen which will revert the shipment back to ‘completed’ allowing you to re-execute the delivery, possibly with more lines added. But this means other order lines needs to be delivered again with this shipment. You can check conditions for allowing the Undo, in F1 help documents.

(I have not checked if this option is allowed in your IFS version)

There is no option to reopen a closed shipment if you are expecting something similar. Yet, as mentioned in the previous reply, you can always undo the delivery made which would reopen the shipment. You can then add new lines to an existing/reopened shipment and deliver new lines alongside undone lines.
