Send Dispatch Advice for a shipment

Kindly why the option send dispatch advice is disabled in RMB shipment screen when the shipemnet status is closed. is there ay reason for that as after closing the shipment it should allow to sent by the option send dispatch advice. we are using IFS10 and UPD11

Could you please check whether the below Message class is added and Marked as Method Default in Customer / Message Setup TAB.
