Is there any settings for the customer order lines, so they don't release with zero costs?

No setting that I know of. You can come up with conditional formatting to warn the user that the Cost column in the CO line has zero value. Or maybe at the time of saving the CO line, an information message that pops up? To have a block on releasing the CO line, my Technical colleague tells me, might be a customization
