Recently i came across this issue on clustered environment. I did Application restart, DB Restart and session kills nothing resolved this
Even this Session is locked by ifs. But no pending changes exist. Release configuration to allow edit. | IFS Community didn't resolve this.
I managed to resolve this by running reconfiguration.

+9+9Run an IFSAPP reconfiguration and that will resolve the issue.
