We are currently in the process of upgrading to 2023R2. We are having issues with building our Baseline environment. IFS is working on it. Does anyone know if we can safely proceed with Release Update Studio Completion before Baseline is created successfully?

DO you have any customizations in the customer solution? If you don’t, there shouldn't really be any difference when you order a topic.
Probably worth waiting to hear why the baseline order failed tho.

Can you let us know what's the error you got in logs when you order baseline environment?
Also did you already worked on CRIM upliftment and merged the topic changes to the release update branch? Was the sanity build successful? also are you able to create the topic/customer solution environment with your branch without any error ?
If answers to above questions is YES → you try deploying the delivery on DEV and see if there are any issues, if issues, you can rollback the changes. (this is for remote model)
For IFS managed cloud, can you approve the delivery and schedule to CFG deployment, if all ok, no good reason not to complete the release update process.
