Installation of IFS 9 on windows 2016 worked pretty well except F1 Help does not work. Probably some security on servers or networks. Has anyone encountered it before? Ideas are appreciated.

Seems its not related to the IFS EE application related and related to the network security configuration as you correctly suspected.
