I’m trying to give access to a lobby “Maintenance Central” but can’t see a permission/projection for it.
Does anyone know how to go about resolving this/can give me help on how lobbies work in Cloud?

Go to Permission Sets screen, Then to the “Lobby Pages” Sub Page, then Add, you’ll find Maintenance Central listed within the available lobbies.

When you open a permission set and navigate to the Lobby Pages section, you’ll see ‘Add’ buttons that allow you to grant access to Lobby Pages, Lobby Elements, and Lobby Data Sources.
As mentioned by two responses, this is granted on permission sets and not directly by user settings/permissions, thus you first need to determine which permission set is assigned to a, or a group of users, and then grant access to the lobby to said permission set.
You might have to create a new (or copy) of a permission set to grant that access to only certain users.
