Is it possible to assign PM Actions to a specific technician, such that any work order generated from that PM will be assigned to him? Also, once the work order is created, can it be assigned to someone different?
We have tried using the Planned By field, but once the work order is created it can’t be changed.

Please let us know what is the application you are using here ?
In IFS Application10/ IFSCLOUD you can add your resource demand under ‘Work List’ in the PM Action. But this will not automatically create a work assignment in the generated work order> work task.
This will add as the planned resource demand for the work task.
Using ‘Assign Work’ option you can assign the same resource or another resource to the work task and that will create the work assignment.
