Why is it not possible to change from lot tracked to order based?

We came across this quite recently, trying to change the tracking of an inventory part from just lot batch tracked to order based. But we get an error message since the part has been issued or reserved to shop orders.

In my mind this should be fine, since changing to order based lot tracking does not change anything historical or on the parts in stock. And as I remember it has been ok in the past. 

Does anyone know why this restriction has been added?
