showing some error on Request for quotation “cannot insert NULL into ("IFSAPP"."TECHNICAL_REQUIREMENTS_O_Q_TAB"."VENDOR_NO")”, due to this we cannot add supplier and cannot process further.

Is this table TECHNICAL_REQUIREMENTS_O_Q_TAB a customized table?. I cannot see it in Core.
Please, check in Debug Console if there is any customized process or event action being triggered that tries to insert data in this table.
