Your shipment is NOT a customer outbound shipment.It is a Purchase Receipt Return (returning goods to a supplier). I think Dispatch Advice cannot be sent for Purchase Receipt Return shipments, as it is only available for Sales (customer outbound) shipments in IFS Cloud. However you can send the Shipment Delivery Note.
If the shipment is only in Completed status (and not Delivered), the Send Dispatch Advice option will not be visible.Could you please deliver this shipment and check again whether the option appears?
